Energy Institute – The Place To Go For Process Safety Guidance

The manufacture, handling and use of dangerous substances present major hazards – not only to workers but also to members of the public nearby, assets and the environment. Process safety management is about considering these major hazards and assessing how to control them; in particular, by containing dangerous substances and pressurised systems and keeping them under control. 

Effective process safety management should minimise major accidents such as fires and explosions.

As part of the Energy Institute (EI) technical work programme , the EI’s Process Safety Committee  focusses on providing guidance on process safety issues.

The resulting EI process safety publications cover:

  • Management systems
  • Carbon capture and storage
  • Design
  • Hydrocarbon release reduction
  • Process plant
  • Risk analysis

For management systems, in 2010, the EI published High level framework for process safety management (PSM framework), which focuses on defining what good PSM should involve, broken down into 20 key elements

As a follow up to this publication, the EI is producing the EI Guidance on meeting expectations of EI Process Safety Management framework series of publications to help organisations manage process safety more effectively and address each of the 20 elements. The EI has just published two new guidance documents in the series:

EI Guidance on meeting expectations of EI Process safety management framework element 15: Inspection and maintenance. and

EI Guidance on meeting expectations of EI Process safety management framework element 16: Management of safety critical devices.

These provide a process, along with guidance, to help organisations meet the expectations set out in the PSM framework, and suggest a number of compliance checks and performance measures to determine the extent to which key requirements have been or are being undertaken. This is done through:

  • the provision of a logical flow diagram
  • descriptions of activities (‘steps’) the organisation should undertake to manage this element
  • detailed guidance notes

A list of further resources to help undertake key steps, and detailed annexes The guidelines are intended for those responsible for managing and maintaining the safety management system of the organisation.  Readers implementing the guidance in these publications should be aware of the PSM framework and the other publications in the  series, particularly if they are a senior manager with oversight of the wider implementation of PSM.

This guideline sets out good practices for the management of safety critical devices (SCDs) ensuring they are identified, operated, inspected, tested and maintained in an appropriate way to assure that the integrity of their operation and of the assets they protect is maintained.

This guideline includes guidance on:

  • Employing a systematic risk managed approach to testing, inspection and maintenance of SCDs.
